While that may be interesting to experiment with, but it probably would end with people disliking it.
In World of Tanks there is the same thing, and you can paired with either players FAR too on the enemy team while your own team can end up being even more noobish than you are. People become upset seeing only the bad and saying "The enemy team is always better! My teams are full of idiots!"
In regular PB2 servers, if you don't like the "non-challenging" PvP, you can search for a game with better players with the option of going back if they are too skilled for you too keep up with. Some newish players may have the problem of finding that it's either too easy to too hard. (That is if they are becoming better players, not all new players get better at the game and want to combat other players of their skill level)
But what do I know?

We could always try it out and see how it goes. If people like it, they can keep using it. If not, just keep doing what you normally do.
