Why were my decors rejected?

This is my first time uploading decors. Both of them were rejecting. They are heads of Touhou characters. If they were rejected because of rule 4.2.2, I want to say that Touhou is the most liberal franchise when it comes to copyright, as per it's author's explicit intentions.

I am not sure about this however I believe there was the same problem with Minecraft decors as those are copyrighted things
