it's a physics/collision issue. if the car drives too fast and collides into a wall while going too fast, the wheel issue will happen. it also flips the car's hitbox but not the actual model itself, which is why it looks like the wheels aren't where they're supposed to be. in actuality, it's the car chassis that's not where it's supposed to be
it's not really a bug per se but an extreme case of how physics in-game interact with objects instead
