My suggestion:
Special abilities;
Usurpation units ( all of them ): Duplication clones
Usurpation specially minors and majors are known for strength in numbers, regardless of weapons they carrying, I see that duplication is a suitable special ability to them.
Civil Security Lite: a defensive bunker
I know this might be confusing to most of us but let me explain.
Civil Security Lite are trained in combat right? I'm pretty sure they can make a small defensive bunker in order to defend their base, position and etc, it might be decent for flanking as well
Civil Security Heavy: Rage power ( Increase in damage and speed )
Civil Security Heavies are aggressive units they're trained in heavy combat as well as heavy weapons, Rage power is a suitable special ability to them I guess.
Civil Security Ghost: invisibility ( Canon )
Self explanation.
Civil Security Boss: Increased Morality ( Increase other CS health and damage )
Civil Security Bosses are high ranking officers in the CS faction, encouraging their lowers to fight is a best special ability to me.
Falkoks and Phoenix Falkoms: Jetpacks ( Canon only in PB FTTP )
