Well it functions a little differently than "Force character A to hunt character B", for this action the game will render that character regardless, and the character will try to attack whoever it is, even themselves (but this seems to only last a moment). But the region-based action will only work on characters that are enemies of the character they're being set to hunt. If this is the case, then they should render even if they have do nothing AI behavior.
