I know exactly how to do this from making a map in which having a certain amount of health ALWAYS sets you to Dying. You use the trigger action Character> damage player 'A' legs/arms by value 'B'. Have action 1 damage the player's limbs by their health, and action 2 (important: in the same trigger) damage the player by the same value, but negative. Players in this state can still be revived and have their limbs work fine.
