As for the topic, here's why it won't happen:
Each custom sound would have to be stored on PB2's database. That would easily lead to stressed servers and a lack of data storage.
Copyright. It's very possible a user, or multiple, could and would use copyrighted sounds.
Rulebreaking. I really don't think I need to explain this one. There's just too many ways for this to go out of control.
I'd love to have some custom sounds, but I'm afraid it'd just be too difficult to properly control.
