Highlight and notes tool for level editor

Not something that could be added in release, could be just an update.

Highlight and notes tool for level editor, not loaded in the game itself.
Used mainly for tagging areas or something.
They generally can't be selected without a special tool/keybind so it doesn't obstruct when selecting objects.

Notes tool:
- Could be coulored.
- Adding a simple message.
- Another thing could also be a tag function adding a: "in progress," "finished," "starting," "notes only," and maybe more.
- Also a description (separate from the main message).

Highlight tool:
- Works like a background but different.
- Could be coulored.
- It could also be linked with Notes tool to show a pattern that symbolizes the tag the note is in.

Of course, a bar to show the notes, a table to show a list filtering it to various tags, and a feature to instantly move the camera to where that note is.

This will prove to be useful in progress tracking but especially team editing.

The latter of course.
Personally, things like QoL could be added after the main release of the game as we could live without those for now.
