Is there any offline version of the map editor? or a downloadable one?

It would be definitely a cool idea, playing PB2 offline with custom maps.

but very unlikely to happen, I guess because Eric monetizes the Level editor, (same applies to the rest of the website), also if this happened, the CoolBuddy support will be lost.

On the other hand, an "Offline ALE" when you're offline won't allow you to load up offline .xml/pb2map, unless a new "Play offline map" button gets added into PB2, or you manually decompile PB2 and replace a level with your map which will be a total nightmare.
I'd rather be badly criticized by an experienced person rather than being complimented by a braindead...

Yeah, when you test a map in the ALE, you're booting up the PB2 game, which requires wifi. So even if you could edit and save maps offline, you wouldn't be able to test them.
Complete and utter annihilation through superior volume of fire.

Aww, I thought there was an offline one now that there's a standalone launcher. Anyways, thanks!
